Distinguish building-stock targets from the rules to check for your own building.
These notes summarise the European directive. An EPC letter alone cannot determine a non-compliance date, renovation duty or rental prohibition. This page does not certify building compliance.
The directive provides for a reduction in average primary energy use across the national residential stock of at least 16% by 2030 and 20–22% by 2035, compared with 2020. This is not a class E requirement in 2030 or class D in 2033 for every home. National measures and exemptions must be examined.
Consult current Luxembourg legislation, building use, project characteristics, applicable thresholds and exemptions. The amended Grand Ducal Regulation of 9 June 2021 and ministry technical resources are starting points. The general transposition deadline of 29 May 2026 does not itself prove that a specific duty applies to your building. The long-term European objective is a zero-emission building stock by 2050.
The directive establishes no automatic price discount. Value changes depend on the market, works and property characteristics and require a separate valuation.
