Estimating construction costs in Luxembourg in 2026
Luxembourg ranks among the European countries with the highest construction costs, due to strict regulatory requirements (energy standards, material quality), the cost of skilled labour and pressure on construction companies.
Our estimator relies on data from STATEC (construction cost index), the OAI (Order of Architects and Consulting Engineers) and price schedules from recent tenders. Costs are expressed in EUR/sqm of gross built area (SCB) or net construction area (SCP) depending on the chosen reference standard.
The estimate covers all building trades: structural works, roof, facades, joinery, technical lots (HVAC, electrical, plumbing, sanitary), finishes and external works. Civil engineering (VRD) is treated separately in our dedicated tool.
Price per sqm by construction type
Construction costs in Luxembourg vary significantly by project type (2025 data, excluding land and fees):
- Standard residential collective: EUR 2,200 to 2,800/sqm SCP. Covers a 10 to 40-unit building with average-quality finishes, meeting AA energy requirements (nZEB-like performance).
- High-end residential: EUR 3,000 to 3,800/sqm SCP. Superior finishes, home automation, triple glazing, premium materials.
- Detached house: EUR 2,500 to 4,000/sqm, high variation by area and finish. Passive or positive-energy houses add 10 to 15% surcharge.
- Offices: EUR 2,000 to 3,200/sqm. Raised floors, suspended ceilings, air conditioning, access control. BREEAM/DGNB certifications add 5 to 8%.
- Retail: EUR 1,500 to 2,500/sqm. Large open spaces, adapted load-bearing structure, loading docks.
Factors influencing construction cost
Several factors affect construction costs in Luxembourg:
- Location: Luxembourg-based companies are more expensive than those from the Greater Region (Belgium, France, Germany). City-centre sites incur logistics surcharges.
- Architectural complexity: irregular shapes, large spans, deep basements and green roofs significantly increase costs.
- Finish level: the gap between standard and high-end finishes can represent 30 to 50% of fit-out cost.
- Energy standards: since the Grand-Ducal regulation of 9 June 2021, new buildings must meet the nZEB standard. Enhanced insulation, double-flow ventilation, photovoltaic panels and heat pumps represent an 8 to 12% surcharge.
- Market conditions: material inflation (timber, steel, copper) and skilled labour shortages influence prices cyclically.
OAI FC.04 and ILNAS 101 standards
In Luxembourg, two surface frameworks coexist and directly impact cost-per-sqm calculations:
- OAI FC.04: the OAI reference defines Net Construction Area (SCP), Gross Built Area (SCB) and Usable Area (SU). Construction costs are generally expressed in EUR/sqm SCP.
- ILNAS EN 15221-6: European standard transposed in Luxembourg harmonising surface definitions for facility management.
