Urban planning in Luxembourg: PAG and PAP
Luxembourg's land planning is governed by the amended law of 19 July 2004. Each municipality has a General Development Plan (PAG) defining land use, and Particular Development Plans (PAP) detailing rules per zone.
Zones and buildability: understanding the rules
Main buildable zones: HAB-1 (low density), HAB-2 (medium density), MIX (mixed use). COS and CUS coefficients define building intensity.
Assessing land buildability
Assessment involves: PAG classification check, PAP rules analysis, easement verification, and feasibility study (utilities, road access).
Easements and special constraints
Main easements: urban planning (setbacks, protected sectors), environmental (Natura 2000, flood zones), heritage (listed buildings), and private (rights of way).
